The Association for Migration and Asylum Integration (AIMA) and the Social Security Institute (ISS) recently released an update on the hiring of foreign workers. The new guidance clarifies that companies can sign employment contracts with foreign citizens, even if they do not yet have a Social Security Identification Number (NISS).
According to the ISS clarifications, the employment contract is considered an essential element for the NISS to be awarded. In other words, the worker does not need to have this number in advance to sign the contract. After the NISS is issued by Social Security, the worker will be able to comply with the legal obligations established by Law 23/2007.
This announcement follows contacts between the Boards of Directors of AIMA and ISS, at the end of December 2024, and aims to resolve constraints reported at the Local Support Center for the Integration of Migrants (CLAIM), where several foreign citizens reported difficulties in formalizing contracts due to the absence of NISS.
AIMA emphasizes the importance of disseminating this information widely, so that both foreign citizens and employers are aware of this change. The objective is to facilitate the integration of migrants into the labor market and, consequently, into the social and economic fabric of the country.
